This paper discusses the connotation and course of enterprise knowledge management evaluation , introduces multilevel grey evaluation method into the field of knowledge management evaluation , gives a comprehensive evaluation model for enterprise knowledge management and puts forward a feasible and useful method for enterprise knowledge management evaluation 摘要本文論述了企業(yè)知識管理水平評價的內涵及其過程,并引入多層次灰色評價方法,建立了對企業(yè)知識管理水平進行綜合量化評價測度的數(shù)學模型,為企業(yè)知識管理水平的定責評價提供一種可行的、實用的方法。
In the field of legislation relating to administrative discretion , wrong view of legislation and the deviation of the current legislative practice about administrative discretion are pointed out in this thesis , and it is explained that administrative discretion legislation should change from passive restrict to voluntary guide , from simply authorize to integration of authorization and determined duty , meanwhile , the way for improvement of the legation on administrative discretion is discussed 對現(xiàn)行立法問題進行了分析,指出立法觀念誤區(qū)包括立法“宜粗不宜細”的觀念,立法應限制行政裁量的觀念,立法應控制行政權的觀點,指明了立法實踐偏差。提出了行政裁量立法觀念應當由被動制約向主動指引轉變,由單純的授權向授權與定責相統(tǒng)一轉變,說明了行政裁量立法的具體思路。
