This paper discusses the connotation and course of enterprise knowledge management evaluation , introduces multilevel grey evaluation method into the field of knowledge management evaluation , gives a comprehensive evaluation model for enterprise knowledge management and puts forward a feasible and useful method for enterprise knowledge management evaluation 摘要本文論述了企業(yè)知識(shí)管理水平評(píng)價(jià)的內(nèi)涵及其過(guò)程,并引入多層次灰色評(píng)價(jià)方法,建立了對(duì)企業(yè)知識(shí)管理水平進(jìn)行綜合量化評(píng)價(jià)測(cè)度的數(shù)學(xué)模型,為企業(yè)知識(shí)管理水平的定責(zé)評(píng)價(jià)提供一種可行的、實(shí)用的方法。
In the field of legislation relating to administrative discretion , wrong view of legislation and the deviation of the current legislative practice about administrative discretion are pointed out in this thesis , and it is explained that administrative discretion legislation should change from passive restrict to voluntary guide , from simply authorize to integration of authorization and determined duty , meanwhile , the way for improvement of the legation on administrative discretion is discussed 對(duì)現(xiàn)行立法問(wèn)題進(jìn)行了分析,指出立法觀念誤區(qū)包括立法“宜粗不宜細(xì)”的觀念,立法應(yīng)限制行政裁量的觀念,立法應(yīng)控制行政權(quán)的觀點(diǎn),指明了立法實(shí)踐偏差。提出了行政裁量立法觀念應(yīng)當(dāng)由被動(dòng)制約向主動(dòng)指引轉(zhuǎn)變,由單純的授權(quán)向授權(quán)與定責(zé)相統(tǒng)一轉(zhuǎn)變,說(shuō)明了行政裁量立法的具體思路。
